On behalf of mobile phone company Vodafone, Patrick Farfan is looking for a suitable location for a new phone base station near to the junction of Dingle Lane and Park Road.  This website has been created to provide information on Vodafone's proposal and to seek comments before a planning application is submitted in January 2007.

  The Old Cinema building currently accommodates three mobile phone companies, namely Orange, T-Mobile and O2. Vodafone have twice previously applied for planning permission to position 6 antennas and associated equipment cabinets on the Old Cinema Building. Liverpool City Council has refused permission for the development in both instances. (Planning references; 03F/3600 and 04F/2138) 

After the first refusal and prior to the second, Vodafone conducted thorough searches of the area in an attempt to identify the most suitable option in terms of both environmental impact and provision of mobile phone coverage. 

Unable to identify an alternative solution that was considered to be more acceptable, Vodafone subsequently appealed the second refusal and the Planning Inspectorate dismissed the appeal in April 2005. (Appeal reference; APP/Z4310/A/04/1164848).

The Inspector in his decision, whilst not disputing that there was a technical need for coverage felt that Vodafone should work with the existing operators to provide a better design solution. Since that time Vodafone again researched the area and are unable to find another option that better complies with planning policy. The only other viable option would be to construct a minimum of two ground based street works style poles in the street scene of the area. This may not be viewed as being as acceptable as a further mobile operator on the Old Cinema Building.

Therefore by working with telecommunications operator O2, Vodafone is now able to submit a new application that has been designed to better address the reasons for the previous refusals and has worked hard with the other operators to follow the advice of the planning inspectorate.

The new proposal can be viewed on this website. Vodafone have reduced the number of antennas from 6 to just 3, they are to be face mounted and painted to match the building. As part of the development Vodafone propose to also lower the O2 antennas at the front of the building and paint them to match the brick work which they currently do not.
