On behalf of mobile phone company Vodafone, Patrick Farfan is looking for a suitable location for a new phone base station near to the junction of Dingle Lane and Park Road.  This website has been created to provide information on Vodafone's proposal and to seek comments before a planning application is submitted in January 2007.

  Whilst we only need one site in the area, we have looked at a range of different options, reviewed them for feasibility, and for visual impact.  Through this information pack an innovative virtual reality model allows you to view our most preferred option.  Alternative locations have been considered but some have been ruled out.  All of the locations are listed below.

  1 Ground Based Streetworks - Junction of Aigburth Road and Ullet Road.

A site here would require a new ground based mast on the pavement. It would need to be over 15m in height due to the proximity of mature trees. This location is also adjacent to a conservation area and is not therefore on balance as acceptable as the proposed location as a rooftop installation is more acceptable to local and national planning policies regarding telecommunications development.
     
  2 Ground Based Mast -  McDonalds Restaurant, Aigburth Road

A site here would require a new ground based mast on the pavement. It would need to be over 15m in height due to the proximity of mature trees and the drop in land away from the junction of Aigbuth Road and Ullet Road. A site here would therefore have a greater visual impact then the proposal site and due to this may not be considered as acceptable to Local and National Planning Policies.
     
  3 Ground Based Mast/Rooftop Installation -The Turner Home, Dingle Lane

Any installation in the grounds of or on this Listed Building would be subject to more restrictive planning policies. A telecommunications development here may be considered to be contrary to Local and National Planning policy when there is another rooftop site, namely the Cinema Building with existing telecommunications available which meets Vodafone's technical requirements.
   
  4 Ground Based Mast - Playing field at Colebrooke Road

Liverpool City Council's Adopted Unitary Plan has designated this area as Green Space and therefore any telecommunications proposal here would be subject to stricter planning policies. Again as there is an existing rooftop, telecommunications site available to Vodafone, a location in the green space would be viewed less favourably in terms of Local and National Policies.
     
  5 Ground Based Mast - Conservation areas to North of proposed site

A development in this location would not provide the required mobile phone coverage to the area as this area of green space is too far away from the search area, as can be seen in the coverage plots in the 'Further info' section of this website. Furthermore, this area is designated as a conservation area and therefore an installation here would be less acceptable in terms of Local and National policies than the proposed site at the Cinema.
     
  6 Ground Based Mast - Corner of Dingle Lane and Dingle Mount

A development in this location would not provide the required coverage to the area as this location is too far away from the search area, as can be seen in the coverage plots in the 'Further info' section of this website.
     
  7 Ground Based Streetworks - Corner of Dingle Lane and Chillingham Street

A development of 15m mast in this location may provide some coverage to the area but due to the narrow pavement at this location a ground-based mast here may restrict access and visibility. The coverage from an installation here would also be blocked by the Old Cinema Building. In addition national guidance encourages a sequential approach to mobile mast site selection, in which existing structures and buildings should be utilised before new ground based installation are constructed. It is felt that the Cinema represents a better environmental solution whilst also providing better coverage than a new ground based mast.
     
  8 Ground Based Mast - Sandringham Medical Centre

A mast in the car park of the medical centre may have provided coverage to the area but due to the high use of this centre and the requirement for parking, there is no room in the grounds to facilitate a telecoms development. 
     
  9 Ground Based Mast/Rooftop Installation - Toxeth & Sefton Park United Reformed Church

A number of attempts have been made to contact the site owner but there has been no response and therefore we could not investigate the site further. In addition due to the proximity of tall buildings in the area and mature trees, it would not be possible to achieve the required coverage without a very tall structure, which may not be viewed as suitable as the proposal at the Old Cinema.
     
  10 Ground Based Mast - Entrance to park on Belvedere Road

A development in this location would not provide the required coverage to the area as it is too far away from the search area, as can be seen in the coverage plots in the 'Further info' section of this website. Furthermore, this area is the entrance to the park, a conservation area and therefore an installation here would be contrary to Local and National policies.
     
  11 Ground Based Mast - Automast Car Repair Park Road

A mast here, even of significant height would not provide coverage to the required area due to the signal being interrupted by the Old Cinema Building.
     
  12 Ground Based Mast - The Elms

Due to the narrow pavements along this road, a site here would block the use off the footpath for pedestrians, contrary to Policy T7 of the Liverpool City Council Adopted Unitary Development Plan.
     
  13 Ground Based Mast - Sandringham Drive

A development here would be on the edge of the coverage area and due to the topography of the area a mast here would not provide the required coverage. This is due to the land rising towards the junction of Ullet Road and Aigbuth Road, which would compromise the coverage to the area. The drop in land along Ullet road towards the old cinema would again stop this area gaining coverage from an installation here.
     
  14 Ground Based Mast - Belvedere Sport
